Andrew Scruggs coordinates all communications between UNIF-Haiti and uFondwa-USA. He lived on the ground at UNIF for three years and now continues this role while based mainly in the US. He assists UNIF’s Rector directly in managing the university’s partnerships, assists in improving the university’s financial reporting and management, and aids in the strategic vision of the university alongside the Haitian team. He also participates with the University of Fondwa’s Research Department on projects, including leading the socio-economic survey and diagnostic projects of UNIF, and analyzing Haitian rice consumer preferences in collaboration with the University of Arkansas. He continues to visit the UNIF-Haiti team multiple times per year to aid in these tasks and ensure excellent communication between UNIF and all its partners. In the US, Andrew is also currently a Ph.D. student in the Research, Analysis, and Design stream at the Pardee RAND Graduate School and an assistant policy analyst at the RAND Corporation. His research interests include economic development, rural development, national and international development strategies and frameworks, food security, land policy, governance of local organizations in developing countries, and international migration. He has also worked for the monitoring and evaluations team at the U.S. Agency for International Development (USAID) as well as with migrant populations in France studying how they are economically impacted by French migration policy. During his master’s studies, he co-founded the Human Development Research Initiative (HDRI), a student-run policy think-tank operating out of Sciences-Po in Paris. There, he served as Vice-President and Migrations Research Coordinator, and led the publication of a report on French housing policy for asylum seekers.
He has a master’s degree in international development from the Paris School of International Affairs at Sciences-Po and a B.A. in international economics from the University of Notre Dame.
He is fluent in English, French, Haitian Creole, and Spanish.
